Legal Question in Family Law in Maryland

My sister is attempting to get custody of 2 of her grandchildren. My niece has completely disappeared and the father does not seem capable of raising these children. He is willing to give up custody of the children. The children have been living with my sister since December 2011. What does she need to do to get custody or guardianship of these children in the state of Maryland?

She needs to file a petition in the circuit court of the county where she lives. She will have to serve the petition on the father and the mother, the latter by publication if she can't be located. Have your sister contact an attorney experienced in these areas for assistance.
