Legal Question in Family Law in Maryland

My son passed away 2 1/2 years ago. I have court ordered physical custody of his daughter who is 3 years old. Her mother has 3 older children from previous relationships. Those children have spent the majority of their lives with their maternal grandmother. The mother of my granddaughter has an outstanding warrant here, in MD, fled the state to Florida, left Florida with 2 of her children and went to Texas. The state of Texas has taken custody of the 2 children she has with her. The maternal grandmother is in the process of attempting to get custody of those two girls from Texas so she can return to Florida with them. Would it be possible for me to adopt my granddaughter, given the mother's history and virtual abandonment?
