Step Parent Adoption

I was wondering what the laws were on this subject if the NCP has not had anything to do with child in over a year and has paid no child support for the child? Does the NCP have to sign a consent or can we file without it? What if we file and NCP never bothers to file answer or show to hearing? Thanks for your advise

You can file without a consent. You will have to notify the father and give him an opportunity to participate in the case--i.e., object if he wants to. If he is properly served with the petition and doesn't object, you'll probably obtain the adoption. That will terminate his parental rights and support obligation.
