Stepparent Adoption

I have joint custody with my ex-husand. He has not seen my daughter in almost two years. He recently contacted me about my current husband adopting my daughter so that he does not have to pay child support. He also advised me that he is moving to Florida next month. (We live in Maryland) I don't even know where to begin. Can you advise me of any resources that I may contact through my local court house? I do not have enough money to retain a lawyer. Please help!

Check with the Carroll County Circuit Court Pro Se Office. This office has an attorney, who will assist people that are representing themselves in cases. What it appears that you're asking in this case is whether your husband may adopt your daughter. As long as your husband wishes to adopt your daughter, and your ex-husband waives his parental rights to your daughter, after after successfully completing the adoption process your ex-husband would no longer be required to pay child support, but also have no rights to intervene as a parent.
