Legal Question in Civil Litigation in Maryland

Is it extortion if I request the engagement ring to be returned and she demands I pay for her out-of-pocket expense she claims she paid (I have no knowlege of these) during the engagement?

No. Under the law she's entitled to keep the ring unless somehow she deceived you into agreeing to marry her, so it sounds like you ought to work something out.
