In Maryland can a dentist refuse a new patient if the patient doesn't want to give out their ssn? Its the dentist's policy for every patient, including patients who pay cash up front and who have discount plans.

A dentist can refuse to perform services for any patient. Have you discussed the reasons for this policy with him/her? If you maintain this position after such a discussion, there are plenty of other dentists available.
