I did not send back my "Notice of Intent to Defend", does this mean that I can't defend my self in court?

No, but it does mean that, if you do not show up on the court date, a judgment can be entered against you. Depending on when the court date is, you should send the Notice of Intention to Defend in as soon as possible -- even if it is late. And you should also make sure you appear at court on the trial date. Good luck.
