Legal Question in Civil Litigation in Maryland

According to State of Maryland's Judicial website a Judgment Creditor must submit a monthly report.

I got this info from, http://www.courts.state.md.us/district/forms/civil/dccv060br.html#jc.

The website states that when you receive payment from any garnishment on wages or from any other payments or credits, you must provide a Judgment Creditor�s Monthly Report (DC/CV 66) to both the debtor and garnishee within 15 days after the end of any month in which payments are received. (You do not have to file this form with the court.) This form shows all payments credited during that month and the method used to determine the amount withheld. My problem is that I went to the district court house and spoke to a clerk. She stated that she doesn't believe the Judgement creditor has to send this report to the defendent but only to the courts.

So my question is do the Judgement creditor have to provide this monthly report (DC/CV 66) to the defendant and if they do, what motion or form do I file with the courts if they have NOT provided the monthly report? Please help.

The report must be submitted to the garnishee (employer) and to the debtor but is not filed in the court. However, you must retain it for 90 days after collection is completed in case it must be inspected.
