Is it unlawful to photogragh or video tape a minor

I have a neighbor who takes still photos of my minor daughter playing on common grounds and another who has thier video security camara pointed in the direction of the childrens play area.I have asked many times what the photos are for and have been told its none of my business.The police have been called but say there is nothing that can be done.This is my child I have no idea what these people are up to and what they do with these pictures.How can I stop this ?

As long as the images are not being used for some illegal purpose, the police aren't going to get involved. If you learned that the photographer was trying to use the photos commercially and that your daughter's privacy was being compromised, you might have a basis for getting an injunction against him, but it would be difficult and expensive.
