Legal Question in Intellectual Property in Maryland

Who owns this ?

As part of my employment I am required to attend technical training. I am required to sign a contract stating in the event I terminate my employment prior to 2 years from the date of training I will be charged for the training. However, the certifications obtained at these training schools belong to the company and I am decertified upon seperation. Is there any legal ruling in the state of Maryland addressing this issues?

This sounds abusive. You shouldn't have to reimburse your company for training,--slavery supposedly ended a long time ago. I would contest this policy, and not agree to it under ANY circumstances. If you have already agreed to it, then you're probably stuck, although it sounds like it should be unenforceable in court. You should get a formal legal opinion before taking any action.
