Could my mom be ordered to pay for my sister's mistake

Recently, my 15yr. old sister stole a cell phone from my aunts house (the phone belonged to someone else), she used it and now there is a bill for 1600.00. The owner wants to pursue the issue legally. If pursued, could my mother be responsible for the bill because my sister is only 15, even if she knew nothing about where she got the phone from.

It depends in large part on how a legal case is handled. If the case went through juvenile court, then there is a chance that your sister would be made to work and then repay the debt herself, WITHOUT getting the money from her mother. However, the judge may not care where she gets the money, so long as restitution is paid.
