belongings
I was living with my brother and his girlfriend and i moved out. i left a bag there by accident with important papers and sentimental items in it. i sent them am email asking them to give it to a friend and there reply was they were not. is this considered theft if not what do i have to do to ensure my belongings are returned to me before they throw them out?if thet are thrown out what legal actions can i take?

No, what you've described is not the crime of theft but the reluctance of one family member to do a little extra work for his sibling.
Regarding your second question, you may have to go back there and soon in order to pick up the belongings which were left behind.
