If my landlord charged me for the current month, didnt file to evict me, i didnt break my lease and he gave no notice.. After he threw my belongings in the trash is he now liable for my personal property ?

Yes, he is liable for your personal property, UNLESS the landlord can prove that he thought you had "abandoned" the rental property. Were you gone for a long period of time? Had you stopped paying utilities (was the unit dark for a period of time)? Did you give the landlord any indication that you were leaving, not paying rent, and not coming back? If not, you might have a decent case. Of course, you should consult with a lawyer and your chances of success are greatly improved if you hire one to represent you.
