17 yr old hit us, ticketed, 3 cervical surgeries, not enough car insurance to cover the costs, are the parents liable?

The 17 year old driver is likely covered under his parent's insurance and/or they are personally liable. You should consult with an attorney regarding the best course of action.

The parents could be liable if they know their daughter is an unsafe driver. However in most cases it is not relevant and the insurance company will cover all damages. Give me a call if you need help in collecting against the insurance company.

Depending on where the accident happened, and the youth's prior driving record, the parents could be liable for their child's negligence.

There is also the possibility that your insurance policy could provide coverage for your injuries.
