If you did report it immediately to your insurer they would send out an appraiser to inspect the damage to try and determine its vintage, and then it would depend on their willingness to accept your account. If this was a situation where you exchanged info with the other driver you should have gotten their insurance info. If not, and you have their identity and tag #, MVA can advise as to whether the vehicle had insurance.
