Legal Question in Real Estate Law in Maryland

So I live in an apartment each with a little patio, or balcony looking outside. My friend was locked out of her apartment so I got my step ladder and boosted her up to her balcony door, (she lives there 100% and we were not breaking in for any illegal purposes). When she reaches the patio she says her door won't open so I get a knife to help her jimmy it open. When I arrive she says she got it open so I go to put the knife back and come out for the ladder she tells me the downstairs neighbor has taken it. I knock on the door and ask for the ladder back but she says no and closes the door. I have tried repeatedly to get it but they continue to say there is no ladder here and refuse to answer the question directly. The ladder wasn't on her patio but rather in the area in front of her patio and I believe she doesn't have the right to take it and I'm not gonna let her think she can get away with it. What should my next course of action be?

If your friend says she actually saw the neighbor take your ladder, you can file a criminal complaint with the police or a district court commissioner at the police station.
