Generally speaking, to record a deed, someone takes it to the city recorder's office and it's on record right away. It's binding on the parties as soon as it's signed, but until it's recorded, third parties could file liens against the prior deed that would cloud the title of the new owner. If you want precise information about the procedure in Baltimore, you can call the recorder's office and they will provide it to you.
