Are the roads on the University of MD Campus private?

There was a maintenance cart (golf cart) on the University of Maryland campus that was involved in an accident with a regular car. The cart apparently had the right of way on the main campus road and the other driver pulled out from a campus side street and hit it.

Question: Is it okay for a maintainance cart (if approved by administration) to be on the main road on campus? If so, does that make the operator of the car is liable? Should the campus roads be treated as public or private? If it is a public road, would the cart be legally operating on it?

The roads of the University of Maryland are not private property as defined as property used by its owner and those to whom the owner has given express or implied permission. Adjacent private property may have a role in your matter. Immunity of the State applies to limit any recovery to $200,000 assuming a state employee was involved. Contact an attorney.
