Is there any time that a relative (in this case a sibling) of a deceased person who is not an executor, direct descendant, or named in the will be allowed to have that deceased person's social security number?

There is no legal right to force disclosure but after death, social security numbers should be reported in the master death index and any relative can go there to find same. Why a relative not concerned with estate administration would want or need a social security number is less clear.
