Will and executor of estate

Mother passes away. Will indicates that everything is divided equally between all 4 children. The one child, executor of estate is now deciding to handle things ''her'' way. Is she allowed to do this and not follow what's in the will? There's a condo that was in the mother's name. The executor wants to sell it and divide the money 4 ways... not all the kids are in agreement. What happens?

I need to see a copy of the Last Will and Testament. I will also need to know how the property is titled. Selling the condo may be one of the options, it may not be the only option.
