Will Power of Attourney allow for such things as requesting birth certs. on behalf of the other person

In Maryland, Powers of Attorney should be drafted using very specific enumerated authority.If the document allows you obtain the other person (the Grantor's) records you can do so. If it is not included and he Division of Vital Records allows you to do, then yes. When the authority to obtain copies of personal records is not included, do not be surprised if you cannot.
