Change of address

When a person changes address, can the post office refuse to give you the new address, stating right of privacy law. How about my right under the freedom of information act?

The change in policy regarding the release of address changes was done to protect the privacy of those who moved, this is a result of several deaths at the hands of stalkers who obtained the address of their victims from the Post Office.
