Your videotaping of this incident may violate the wiretap statute against secret recording. Consult with an attorney to see if you have any criminal exposure stemming from the recording of this incident.

In any event, it sounds like he is trying to extort money from you, which is a crime. However, you must be careful if you decide to report this attempted extortion because in doing so, you may expose yourself to criminal prosecution if your videotaping of this event violated the wiretap statute.

The R on your inspection sticker may or may not impact your case, depending on the reason for the rejection.
