employer fine

Can an employer fine you any amount they want for not following their rules? Such as not locking the windows.

I have to say that I am giving you my best guess on this, rather than something I am certain is true. In any event, unless there was an employment contract between the parties and there was something in the employment contract specifically about this "rule", I do not see how the employer could fine the employee by withholding wages. Even if there was an employment contract that had something specific in it about this "rule", I am not sure that it would be enforceable. In fact, if the employer withholds wages (or "fines" the employee) for not following rules, I think the employer is on very shaky ground and runs the risk of criminal charges for failing to pay wages.
