Legal Question in Civil Rights Law in Massachusetts

I have a question and want to know what recourse do I have as an homeowner. My neighbor had a company Wet Basments install three sump pumps to take care of there water problems in the basement. The sump pump discharges in there backyard. Since my land is higher then my neighbor the water collects between both borders. The water deep has been as high as afoot deep then overflows into my backyard. I have spoken to my neighbor about discharging water into my backyard. They said they would move the discharge. However, they moved the discharge further away from there house towards there back border. Which didn't do anything. I even spoke to the company that installed the sump pump. They indicated that there following instructions of there customer. I contacted our local building inspector which they indicated it's a civil issues. Help!

You can bring an action against your neighbor for the unnatural accumulation he caused to be placed onto your property. You should talk to an attorney who will be honest with you about the risks and benefits of such a decision if you want to do that.
