is it illegal for a landlord to lock the basement door so you cant get in or have access to your fuse box?

Yes. And probably in violation of local and state health and safety codes, as well.

A quick solution:

1) Call your local building safety inspector to schedule an emergency inspection of this building.

2) Call city hall;

3) Call the local health department for an emergency inspection.
