daughter swimming team

My daughter began swimming on a local swim team. The team handbook states that parents are expected and/or required to work at swim meets or will be fined $50.

Are they legally able to require the payment of a fine?

While "fine" may be a poor choice of words, a non-school swim team membership is contractual in nature. You are a party to the contract on your daughter's behalf. You should work the meets, or pay the "exception fee."
