Legal Question in Consumer Law in Massachusetts

Laptop repairs taking over 2 months

My laptop's screen display had a problem. I took it to a guy who owns his own shop (Cambridge, MA). He has had it now for over 2 months and keeps telling me things like ''It's really hard to find the parts needed and I won't know for sure what's wrong until I get them...''

This is the first time I have ever had computer repair problems and initially thought this was just how long it took... until friends started telling me it is a ridiculous amount of time.

He never calls me to let me know of any new developments and tells me all the time he is just as frustrated as me in trying to fix it. He never returns my call if I leave a message either. I call him about every other day and he almost always says ''I should know in the next few days what's really going on''... or ''I''m going to have a friend take a look at it... or ''I'm still waiting for that part to come in, it was faulty when I got it''.....

A friend of mine recently told me there is some kind of law that if someone promises a deadline that something will be completed or diagnosed more than 3 times... I can sue them for negligence. Is there any truth to that or anything else I can do other than just go get my laptop which I told him this week is the last chance.
