If they refuse to return your personal property, you may bring an action for conversion, which is the legal term for stealing. You'll need to make a list of all the property in the vehicle and their reasonable values. The tough part will be proving what was actually in the vehicle. You'd be well served by first sending a demand letter, by certified mail, to return the listed property. If they won't respond to the letter, then bring a small claims action.
