Is there a legal difference between a decision not to prosecute an assault charge and dropping the charges?

Yes, there is a difference. They could have the same end result of no further prosecution ever again on that charge, but a decision not to prosecute potentially gives the prosecution an opportunity to revive the charge later on, whereas a decision to drop (i.e., dismiss) the charge puts an end to it.
