LOBBYING THE USaid .

is it a crime for a us company to pay a lobbyist to lobby usaid to buy its product for the benefit of a foreign government?

Not that I am aware of, but I would think that most USAID acquisitions would be put out for competitive bidding in the open marketplace, and not able to be secured by inside lobbying. In any event, there are certain rules that lobbyists have to follow in performing their services (which are the lobbyist's responsibility, not the company's), and there are certain rules that USAID has to follow with respect to acuisitions (which help to reduce the influence of lobbyists, and focus on simply getting the best contract price).
