How do you write a letter to the chief of police to reconsider issuing me a license to carry (ltc)

You would write that letter the same way you would write any other letter. Presumably, however, you would also include and highlight information that the police chief didn't have before and should be part of the reconsideration. If you don't include anything new, then you are essentially asking the chief to look at the same information that he/she did before, and your likelihood of getting a different response than before is probably not very good.

Licensing authorities in Massachusetts have "broad discretion" and "considerable latitude" in deciding whether a person is suitable to be issued a License to Carry Firearms. A Police Chief may if, among other things, "it appears that the applicant is a suitable person to be issued such license, and that the applicant has good reason to fear injury to his person or property, or for any other reason," unless the applicant is disqualified." The letter to the Chief of Police should explain why you are a suitable person to hold such a license and why you have a proper purpose to hold a License to Carry Firearms.
