This answer assumes that you are currently involved in a custody dispute with your husband. The Court has the power to order a father to complete alcohol treatment as a condition of seeing his children. For a case specific answer you should contact a family law attorney.

Assuming this is not part of a custody or divorce action, the answer will depend on whether your husband presents a danger to himself and others.

If he were arrested for driving under the influence or for spousal abuse, the court could order medical treatment for substance abuse. There is no guarantee. Do not try to create this type of situation as it will not benefit you.

If you do not have legal representation you should get some to assist you ASAP.
