Legal Question in Family Law in Massachusetts

I live in the U.S and my wife and daughter live in Germany. My daughter has dual citizenship. I want to know where I can file for divorce and what laws my wife is breaking by not allowing me contact with my daughter.

You should be able to file for divorce here in Massachusetts. You will need to make sure that you serve your spouse with papers, or make appropriate other arrangements for service of process. You - or she - probably may also file for divorce in Germany. A definitive answer to your question depends upon where you were married, where the parties resided after the marriage, how long you have lived in Massachusetts, etc.
