Legal Question in Family Law in Massachusetts

I need help. I need a passport for my daughter & I don't know where her father is. Last time I saw him was 2005. We moved from NC to MA in 2006. I heard he was incarnated & released. Both child support agencies (MA & NC) don't know where he is & I have exhausted all of my options. I need help!!!!

You need to have the Court grant you sole legal custody. Once you have sole legal custody the State Department will grant a passport for the child with only one parent's signature.
