Legal Question in Immigration Law in Massachusetts

Hi, I'm a student from Italy on an F1 visa studying in Boston. I have a great idea for a startup but any form of income other than on campus work seems illegal. Should I incorporate myself in my own country and then trade as that company in the US or perhaps register as company in the US? It seems hard for me to believe that I shouldn't be allowed to create my own startup as everyone seems to encourage that. Any advice is greatly appreciated. Kind regards - Leo
