Can I Sue my insurrance company for giving out my medical information to a random person of no relation?

Not under HIPPA, but you may be able to make a consumer protection claim. That claim might be worth something to an attorney but - unless you were damaged, it would maybe only be worth $25.00 to you. The issue is what, or how, you suffered as a resulty of the release of the information.
