Can a company withhold a paycheck from an employee?

Agreed. The Wage Act sets forth serious penalties and punitive damages awards for aggrieved employees, however, there are several exceptions to the Act for part-time workers, certain trades/professions, and other specific circumstances, so whether or not the Act applies in your situation requires more information to say for sure. No, an employer may not withhold wages. As the others have said, there are penalties for an employer who fails to pay wages and commissions due and owing.
