Legal Question in Employment Law in Massachusetts

Im from Massachusetts. Can a police chief order an employee (police officer) to remain in their home during regular work scheduled hours while they are being investigated internally? Bear in mind there is no policy or procedural guideline governing this order nor is a part of any collective bargaining agreement.

Yes. They can be put on administrative leave during an investigation.
