Legal Question in Employment Law in Massachusetts

I work for a public school in Massachusetts and I had to go in for a meeting yesterday for 3 hours because that is how many hours I work, when I was about to leave my pricipal told me that I was only getting paid for 1 1/2 hours so put that down on my time sheet not the 3 hours, Is that legal?
