Legal Question in Landlord & Tenant Law in Massachusetts

I have found a house to rent in Medford MA - the owner wants to charge me for water and sewer - I've heard in some instances that water can be charged to the tenant if there are water saving devices installed -is that right" I never heard that sewer chargs had to be charged to Tenant What's right?

In order for a landlord to charge the tenant for water and sewer, the water and sewer must be seperately metered, the landlord must install water saving devices, the board of health must certify on a certain form that the water saving devices have been installed, the parties must have a written lease, and the written lease must state the tenant will pay these charges and have the board of health certification attached.
