the house that I was renting burnt down and I lost everything. The owner did not have insurance but never told me so I did not get renter ins. I am wondering if I can collect something for damages so I can start over

The landlord is not responsible for your losses unless the fire was caused by his neglect or some gross action on his part. Most leases require that you have your own insurance to cover your personal belongings. Moreover his insurance would not likely cover your personal property losses.
