what do i do if my land lord locks me out in massachusetts. can he be arrested

You can call the police as it is a crime. However, the police usually refuse to do anything. Instead, you can go to the local Housing Court or District Court and get an order getting you back in the property.

Alan is correct in noting the cops rarely handle a case of this nature. I believe that you should have a cease and desist order delivered to the landlord from an attorney and if necessary go to the courts for an order.

Note in giving this opinion I must assume that the landlord has not followed the process for you to be evicted and you have a tenant contract with him.
