Legal Question in Landlord & Tenant Law in Massachusetts

I have vinyl windows in my apartment, but they do not have storm windows. The only thermostat for two apartments is in the room without storm windows and the heat comes on quite often. It is a very inefficient heating situation. I also must pay for heat. Can I not pay the heat until he puts up storm windows or something else to keep the winds outside?

You have to pay your bills, unfortunately. I good suggestion would be to take the thermostat off the wall, poke a hole thru the adjacent wall and remount the thermostat where the storm windows are. A simple fix a handyman can do for $50 dollars. I might also suggest buying plastic weather window wrap from Home Depot to help with the problem. It will greatly reduce the drafts and save you money.
