child bitten by a dog when the dog tried to get away from her she was hugging the dog and the dog bit on her face lip cheeks, dog was kick several times by the mail man

I am not sure of the connection with the mailman, but the dog biting the little girl is actionalble. She has a good claim. Hugging the dog should not be a problem for her to recover. Call and hire a good PI atorney ASAP. The little girl has a case based on what you say here.

This question is not very detailed, but it would seem that the child, by and through the child's parent, would have a claim against the owner or keeper of the dog. Where the bite occurred might be relevant, i.e. did the dog come onto her property or did she come onto the dog's property. Teasing and tormenting the dog is a defense to adults, but depending on the age of the child maybe not as against the child. So too with trespassing, minors are typically excused from being disqualified from having a valid claim due to trespassing. Scarring on a little girl's face is usually a very serious case and it could be important to take steps to preserve her rights earlier rather than later. The dog owner is liable. Retain an attorney to preserve the little girl's rights. And get her the best medical attention for her injury and to minimize facial scarring. Good Luck!
