Suprior Court is appropriate unless there is a basis for Federal jurisdiction.

Depends entirely on who the claim is against, where you live, where they live, where the alleged injury took place, and who is responsible for having caused the alleged injury. Any one of those factors could dictate where the case could/would have to be filed.
