condo damage- who is responsible

I purchased a condo Sept 1. I noted water stain in my bathroom ceiling, and almost daily noted it was wet. I had a plummer check the unit above me and the unit adjacent to the one above me and could determine damage. Called condo asso. they say their not responsible. Then who is? Paint and plaster are coming down.

You should get the insurance information for the condo association and put a claim. The decision of whether it's covered or not is not for the association (of which you are a member) to make. Also notify your homeowners insurer and make a claim there too. You might want to consider a public adjuster. All legal claims have time limits, don't delay.
