Legal Question in Real Estate Law in Massachusetts

During a condo inspection, inspector found water damage (moisture meter registered 99%). He did not have access to roof so could not determine condition. I have since learned a different owner was aware of roof issues and received a quote to replace roof but had not shared it with condo owners. Everyone now knows. I don't want to pay for special assessment, what if condo assoc doesn't vote to repair right away, seller doesn't want to pay either. I wouldn't want seller to repair inside water damage until source (we're now assuming it's the roof) is resolved. How should I proceed?
