condo owners assocation

I owner owes maintence costs since 2004 approx. $16,000.00, What are our options? Can we not allow him on the property untill monies are paid? It's a weekly rental complex and he does not rent his 2 cottages.

The condo association should hire a lawyer to put a lien on the unit that owes the money. If the money is unpaid, then the condo can foreclose on the lien and take ownership of the unit.
