Legal Question in Real Estate Law in Massachusetts

Is there a law that says an Assessor in my town is allowed on my property without my permission? This person was caught coming out of My private business without permission. Also do they have the right to walk around my home measuring un-invited?

What laws do they have to abide by? No trespassing signs do they do any good?
